Double Movement

Can I ask what is the thinking when using double movement rules that the last player moved marker goes on the first player that moved out of the two rather than the last one? I can see arguments for it being either but just wondered on why it is as it is.

Have finally had the chance to play a couple of knock about games (using the vassal tool as the board but using the dice and the rules from the box set that I have) and even though I am really struggling to not try and play it the BBowl way I can see the potential in this. It just plays so differently and the double movement speeds the game up and makes it feel much more like a real sport than the one at a time like before.

Because if you don't do it that way you need to have special rules for what happens if the first player suffers a SiM and there was no second player moved.

Much easier rules wise to say the first player gets the marker.

More important is the ball carrier getting the marker regardless of 1st or 2nd getting the marker so that it still encourages the rapid ball movement.
